This panel, hosted by the Center on National Security, PEN American Center and the ACLU, aims to address the vital questions about surveillance in the United States that have arisen in the wake of recent revelations about NSA spying. How does surveillance impact the rights and behaviors of Americans both now and in the future? What are the benefits and what are the harms?
